Policy on Initiating Service and Issuing Legal Documents

1. Effective date

1.1 This policy takes effect on May 24, 2022

2. Context

2.1 This policy outlines the roles, responsibilities, accountabilities, authorities and performance expectations in the management of Initiating Service and Issuing Certification and legal documents at Measurement Canada (MC)

2.2 This policy must be read in conjunction with all other policies, guidelines, directives, standards and bulletins that have an incidence on the of management of Initiating Service and Issuing Certification as listed in section 4 of this Policy

3. Objectives and Expected Results

3.1 The objective of this policy is to implement sound and effective practices to ensure stewardship of resources at MC. These practices will protect the organization by reducing MC's risk of financial loss by way of unpaid fees following the completion of services

4. Requirements

4.1 Process for Initiating Service

4.1.1 MC's finance department will generate an outstanding balance report at the beginning of every month that will be shared with the senior management team

4.1.2 When a client requests a service from MC the service provider will cross reference the entity with a list of entities who owe an outstanding balance to MC from prior services

4.1.3 If a client has an outstanding balance as per the report, then the service cannot proceed until that balance is paid in full

4.1.4 Clients who have an outstanding balance that has not exceeded 60 days will not be subject to this requirement

4.2 Process for Issuing Legal Documents

4.2.1 Upon completion of a service, the client will receive an invoice from MC for the service provided, however, the legal document or certification will not be immediately issued

4.2.2 Clients are required to pay the balance of this invoice in full prior to the issuance of any document or certification

4.2.3 Upon confirmation of payment, MC will issue the relevant certification or documentation to the client

5. Roles of Other Governmental Organizations

5.1 Not Applicable

6. Application

6.1 This policy is applicable to the following service fees

6.1.1 Electricity and gas device approvals, inspections, and standards calibrations

6.1.2 Certification of electricity and gas measuring apparatus

6.1.3 Weights and measures device approvals and standards calibrations

6.1.4 Inspections and the provision of equipment to perform inspections by Measurement Canada

6.1.5 Authorized service provider recognition

7. Consequences of Non-Compliance

7.1 If a client has an outstanding balance exceeding 60 days MC will not initiate a new service until full payment has been made

7.2 If a client does not make full payment on the invoice they are issued following the completion of a service then legal documentation or certification will not be issued

7.3 If unpaid fees have exceeded 60 days, they will be referred to the CRA for collection under section 20 (2) of the WMA and Section 27 (2) of the EGIA
