1.0 Purpose

The purpose of this bulletin is to clarify the initial inspection requirements for a replacement register that is equipped with an automatic temperature, pressure or density compensator that is to be used in trade.

2.0 Scope

This bulletin applies to all approved replacement registers that are installed with a previously certified liquid meter and are equipped with temperature, pressure or density compensators active for use in trade applications. This includes replacement registers in motor fuel dispensers, vehicle-mounted meters and bulk meters installed on loading racks.

3.0 Authority

Paragraph 6.1(1) of the Weights and Measures Regulations exempts the initial inspection of an approved meter register that has no means, or means that are not activated, of automatic temperature, pressure or density compensation if it is installed as a replacement register on a volumetric liquid meter which was previously inspected and certified.

4.0 Terminology

Initial inspection refers to the inspection required by subsection 8(b) of the Weights and Measures Act. It is the inspection of approved measuring machines, devices and ancillary equipment prior to their first use in trade.

5.0 Background

The Weights and Measures Regulations was amended on August 1, 2014 (SOR/2014-111). Paragraph 6.1(1) exempts registers, other than those equipped with automatic temperature, pressure or density compensators, from initial inspection as required by subsection 8(b) of the Weights and Measures Act.

6.0 Policy

When a replacement register equipped with a temperature, pressure or density compensator, is installed with a certified liquid meter, it must be submitted for initial inspection as required by subsection 8(b) of the Act before being used in trade if the compensator is operational.

Additional requirements presented below apply.

6.1 Register modified to incorporate a compensator

When a register which was installed and inspected without a compensator is modified to incorporate an automatic temperature, pressure or density compensator and the compensator is made operational, the register shall be initially inspected before being returned to trade use.

6.2 Register equipped with a compensator replaces another

When a register equipped with a compensator replaces another register that is also equipped with a compensator, it shall be initially inspected and certified before being used in trade.

6.3 Compensator not operational

When a compensator identified in subsection 6.0, 6.1, or 6.2 is installed, but is not made operational, an initial inspection is not required.

6.4 Volume compensated register

When a component part such as a temperature sensor, a thermal well or an automatic temperature compensator (ATC) board is replaced in a volume compensated register that has previously been initially inspected, a subsequent initial inspection is not required. The local district office shall be notified as required by section 41 of the Weights and Measures Regulations.

6.5 Register incorporated into a terminal automation system

When a replacement register, without compensation capability, is incorporated into a previously inspected terminal automation system (TAS) that performs compensations, it does not require an initial inspection. However, if a register performs any or all the compensations, or a new TAS that performs compensations is installed, an initial inspection is required.

7.0 Revision

The purpose of revision 3 was to:

  • update the references to the Weights and Measure Regulations in sections 3.0 and 5.0;
  • update some terms;
  • make minor editorial changes;
  • update the bulletin format according to the latest formatting requirements.

The purpose of revision 2 was to

  • further revise the bulletin format and sequence;
  • include minor editorial modifications to suit format.

The purpose of revision 1 (1996) was to:

  • reformat and revise the content,
  • reissue bulletin V-11 as bulletin V-8.
