The Government of Canada is working closely with Black business owners and Black-led organizations across Canada to ensure the new Black Entrepreneurship Program reflects the realities and needs of Black Canadians. The program builds on the Government’s work to address systemic racism against Black Canadians. This includes taking steps to advance Canada’s Anti-Racism Strategy, justice reforms, modern policing structures and standards, and enhanced local community supports for young Black Canadians.
What is the Ecosystem Fund
The goal of the Ecosystem Fund is to strengthen the entrepreneurship ecosystem for Black entrepreneurs and business owners across Canada. It will allow not-for-profit Black-led organizations to develop new services or expand those they already offer such as mentorship, networking, financial planning, and business training for Black entrepreneurs.
How it will work
There will be two stages under this Call for Concepts. Eligible organizations are Black led regional and national organizations. They will be required to submit high-level concepts first, and if selected, work with their local Regional Development Agency on their final proposal.

Who is eligible to apply
The Ecosystem Fund will award funding to regional and national not-for-profit Black-led organizations that would like to grow their services or deliver a new program to support the growth of the Black entrepreneurship ecosystem.
How the program will be administered
The program will be administered by the Regional Development Agencies (RDAs). Only organizations whose concepts have been retained will be asked to further develop their project. The responsible RDA office will provide support during the proposal development process.

- Canada Economic Development for Quebec Regions (CED)
- Canadian Northern Economic Development Agency (CanNor)
- Federal Economic Development Agency for Southern Ontario (FedDev Ontario)
- Federal Economic Development Initiative for Northern Ontario (FedNor)
- Western Economic Diversification Canada (WD)
